   12 horses and 23 maids

   35 heads × 2 as the fewest number of legs = 70. Subtract 70 from 94 (total number of legs) and you have 24. Divide 24 by 2 since horses have 4 legs and we have 12 which is the number of horses. Now 35 as the number of heads also gives us the number of individuals so 35 minus 12 horses is 23 which is the number of maids.
